Chipolos gets bound to an e-mail address (account), not to a phone. This means that on your new phone you should use the exact same e-mail address or login method as used before. When you have signed in you will immediately see your Chipolo.
If you get the 'no-permission' error this means that you have signed in with a different account. If you wish to use that new account please follow the steps documented in this article.
